The civil was is over but fractions remain. David is sitting in the gate where he is accessible to the people. There is no animosity in David towards the rebels and he communicates that to both sides of the battle, it is his desire to reconcile all of Israel and restore the kingdom. The tribe of Judah is key, David is of the tribe and they hold the city of Jerusalem, he needs to extend forgiveness in a special way. By offering the position of leading is armies to Amasa he shows trust in the man and the tribe.
I am reminded of what's reported that Lincoln said after our civil war, what would he do with the south, his rely was it would be as if they never left. That's what real forgiveness is.
