It's a sad state to be in but the priests were taking all of the money coming into the temple and keeping it for themselves. Most likely the offerings were brought to individual priests and not in a central location. There's no accountability in this and the individuals were keeping the money for themselves. Certain offerings, including what is commonly called the "temple tax" were meant to be used for maintenance. We don't know how much time passes between when the king first noticed the disrepair and the second time. The only way to control it was with checks by the kings secretaries. These things don't change, there's something about money and our selfish nature. One person should never have exclusive access to company or church funds, too many possible temptations. It appears that once measures were taken to ensure accountability the funds came in quickly to repair the temple.
