John's preaching had to seem strange, from Moses until Jesus the only way to God was through The Law. It was a system of constant sacrifices for sin. It's likely that no-one understood the sacrifices would point to a final sacrifice of Messiah. So the crowds are confused, what do we do? John's message is essentially to love your neighbor. Although we're reading Luke's gospel we really need to look in John's gosple for what John the Baptist says when Jesus came to be baptized; "Behold the Lamb of God who takes away the sins of the world". When we consider how the people have always looked for a sacrifice to cover sins, this is prophetic but I'm fairly certain it wasn't understood until after the ressurection.
