I look at Babylon not so much as a single government but a representation of the whole world pagan culture. This same expression is used in The Revelation chapter 18, it may be a vision of the same event. The writer is bowed down with grief and anguish, he can't bear to see the destruction and longs for darkness to cover it. I get that, when I think about what will eventually happen to this world I too feel that sorrow and anguish. All the more reason to tell people about Jesus.
