I think that these stories are placed together just so that we can see a contrast. The parable about the fig tree is aimed at the religious community. It's what should be happening and it shows God's patience, waiting until the very end for His people to grow fruit. Then we see the sick women who is healed on the Sabbath. Certainly that's fruit, that someone has received a miraculous gift should be a time of celebration but instead religion says that things need to be done in a certain manner and a certain form. Jesus sets us free from religion. That's the one message that so many Christians still don't get. There are only two rules, love God and love people.
